Suspected drunk driver charged after fatal crash kills construction worker in SW Houston

HOUSTON – A man is facing multiple charges after a construction worker was killed and another was injured in a crash in southwest Houston, according to the Houston Police Department.

The suspect, Rwangamugayo Emmanuel, 39, is charged with intoxication manslaughter and intoxication assault.

What happened

The crash was reported at 8:45 a.m. in the 4000 block of West Orem Drive at White Heather Drive, near James Madison High School.

Investigators learned that a construction crew was working on a sidewalk in the area, and the entire right lane was blocked off for safety.

A 35-year-old construction worker was reportedly on the sidewalk and at the entrance of a parking lot of a food store when a silver Nissan Sentra, driven by Emmanuel, lost control. The Nissan drove onto the raised concrete curb and through the traffic barrels.

The Nissan struck the 35-year-old construction worker, continued on the sidewalk and struck another male construction worker, and a third narrowly missed being struck.

Police said the vehicle then hit a light pole, spun around and struck a silver Lexus sedan that was also traveling westbound on West Orem.

The 35-year-old man was pronounced dead at the scene by Houston Fire Department paramedics. The second worker suffered broken bones and was transported to an area hospital in stable condition. The passenger in the Lexus was also transported to an area hospital with minor injuries. The driver of the Lexus was not injured.

Emmanuel, who was not injured, remained at the scene and was detained for signs of intoxication at the scene.

The Harris County District Attorney’s Office was contacted and Emmanuel was charged and booked into the Harris County Jail.
