HOUSTON – Lt. Gov. Dan Patrick has announced the first round of his top 40 priority bills for the 89th Texas legislative session, outlining a conservative agenda that includes school choice, banning THC, and placing the Ten Commandments in schools.
“Thousands of bills are filed by Texas senators each session,” Patrick said in a statement. “Traditionally, bill numbers 1 through 20 have indicated the Lt. Governor’s priorities for the Senate. In 2017, I increased the number of priority bills to 30. This year, I am increasing the number of priority bills to 40.”

Patrick emphasized that these bills represent the “will of the conservative majority of Texans” and expressed confidence that many would receive bipartisan support. The legislative session is expected to feature debates on issues ranging from border security and education to cryptocurrency and book regulations in schools.
These bills have yet to be introduced, but his headliners are:
- SB 2: Establishing school choice policies
- SB 3: Banning THC statewide
- SB 10 & 11: Placing the Ten Commandments in schools and protecting school prayer
- SB 16: Prohibiting non-citizens from voting
- SB 18: Banning drag story hour events
- SB 21: Creating a Texas Bitcoin Reserve
- SB 22: Positioning Texas as “America’s Film Capital”
- SB 24: Requiring Texas students to be educated on “the horrors of communism”
Patrick also pointed to key spending priorities included in the state budget, such as increased border security funding, hiring more state troopers, and improving disaster response capabilities.
