Houston ISD launches crisis response team after high school student fatally struck by train

HOUSTON – The Houston Independent School District has launched its Crisis Response and Behavioral Supports (CRBS) Department after a student was fatally struck by a train Monday morning near 2000 Broadway St.

The student was walking to school around 7:30 a.m. when the incident occurred. Authorities said the train was moving at a slow speed when the student was hit and killed.

In response, HISD’s CRBS team is providing emotional and psychological support to students, faculty and staff affected by the tragedy.

The CRBS Department, dedicated to ensuring school safety and well-being, offers crisis intervention, mental health support and behavior management services across the district. Its efforts include on-campus counseling, threat assessments, and training for school personnel in crisis response.

“Our primary goal is to provide immediate support and help restore a sense of normalcy while facilitating the healing process,” the department said in a statement.

How the CRBS department works

When a crisis occurs, the team conducts detailed assessments to evaluate its impact and determine appropriate interventions. This includes:

  • Crisis Intervention: Providing on-site mental health counseling and connecting individuals with external resources for long-term support.
  • Behavioral Support: Offering consultations to teachers, staff and parents to assist students struggling emotionally or behaviorally.
  • Preventive Measures: Promoting mental health awareness and conducting staff training on crisis response techniques and trauma-informed care.
  • Collaboration: Working closely with law enforcement, mental health professionals and community partners for coordinated crisis management.

The department also conducts regular evaluations of its protocols to improve services based on feedback from students, parents and staff.

Counselors and crisis specialists will remain available at impacted campuses, providing guidance and coping strategies for students and staff. The district encourages anyone needing additional support to reach out to school counselors or the CRBS team directly.
