Vanessa Sylvester said sheโs been dealing with flooding issues for nearly a year, but after having to dodge a soggy ceiling that almost fell on her head last week, she said she canโt take it anymore.

Looking at Huong Buiโs mobile home from the outside, itโs hard to tell that anything is wrong with it. She said the growing problems hidden inside the walls and ceilings have forced her, a mother with three young sons, into a shelter.
