Houston Mayor John Whitmire is making strides in reforming the city's police department after the shocking revelation of over 200,000 suspended sexual assault and domestic violence cases.

KPRC 2 Investigates found one of the men who could have stopped the suspension due to the lack of manpower code in 2021, is still issuing department policies while being investigated for his role in 264,000 suspended incidents.

The 2021 memo was sent to Police Chief Troy Finner, explaining how the coding for suspended cases was being changed.
