Residents of Jubilee at Texas Parkway still waiting on elevator repairs: How to file a complaint

MISSOURI CITY, Texas – More promises but still no progress.

Residents at the Jubilee at Texas Parkway apartments have been without working elevators for over a month, and despite a promise from management that repairs would begin Tuesday, KPRC 2’s cameras caught something else entirely.

We’ve been following the ongoing concerns at the senior apartment complex since early May.

After receiving a statement from management claiming all necessary parts had arrived and repairs were scheduled for Tuesday, we returned to see if it would finally happen.

We set up a GoPro camera and waited.

When we got to the complex, residents said technicians arrived moments before we did.

Tenants said they watched as elevator panels were opened and parts brought in. But by 11:30 a.m., those same workers had left, and the elevators still weren’t running.

About 45 minutes later, Missouri City’s code enforcement officers showed up, presumably to issue yet another daily fine to the property.

“We need some physical action,” said resident Carolyn Harrison, who lives on the fourth floor.

“Lay your hands on this elevator and make it work. That’s what we need.”

Harrison said she’s hopeful something will change, but only if the right part is brought in. That, she says, has been the excuse from the start.

Jubilee isn’t the only complex where residents have reached out to KPRC 2 about broken elevators or poor conditions. If you’re experiencing a similar problem, you can file a formal complaint with the Texas Department of Licensing and Regulation (TDLR).

How to File a Complaint

  1. Click on the “Complaints & Enforcement” section.
  2. Submit your concerns and you can file anonymously but be as detailed as possible. Without enough information, TDLR may not open a case.

What Happens Next?

  • A legal assistant will first review the complaint to see if TDLR has the legal authority to act.
  • If a possible violation is found, an investigation is launched.
  • Investigators may contact you, interview witnesses, inspect the property, and gather documentation.

If violations are confirmed, TDLR may:

  • Issue warnings or fines
  • Seek administrative penalties or license suspensions
  • Require the property owner to make repairs or take corrective action

As of Tuesday, the elevators at Jubilee remain broken, and residents continue climbing up.

Congressman Al Green is calling for a meeting with the property owners this Friday alongside other local officials. As of now, it’s unclear if that meeting will happen.
