According to court documents, Herrera allegedly used encrypted messaging apps to find, receive, and download child sexual abuse material over several years, dating back to 2021.

He also allegedly used artificial intelligence programs to generate abuse material featuring children he knew personally. Additionally, he is alleged to have taken pictures and videos of those same children undressing in his home in El Paso.

More than two months ago, KPRC 2 covered an arrest where a different man was charged with using AI to create explicit content involving children in Montgomery County.
