WASHINGTON, D.C. – Congressman Al Green has introduced a new bill to help Americans who’ve had their food benefits stolen.
The SNAP SECURE Act of 2025—known as H.R. 2983—would restore a reimbursement program for victims of theft involving Supplemental Nutrition Assistance Program (SNAP) benefits.

If approved by lawmakers, it would be added to the upcoming federal spending bill.
SNAP is the largest federal food assistance program in the country, helping more than 41 million people on an annual basis with a budget of $115 billion in 2023.

“We are getting calls from around the country. We have a call that came in from Chicago, and we’ve had others who come in as well,” Rep. Green told KPRC 2’s Gage Goulding on Thursday. “We need some legislation to reinstate the funds for the persons when their cards are taken from them by way of fraudulent activity.”
The filing of this legislation comes as reports of SNAP Skimming are rising.
Texans are reporting that their SNAP benefits, which are loaded onto Lone Star cards, are skimmed or stolen before they can use them.
Over the past two years, more than 32,000 theft reports have been filed in Texas alone, according to federal data.
As of March, over 3.5 million Texans rely on these benefits to help feed their families.
The issue gained public attention after a Houston mother of three shared her story with KPRC’s 2 Helps You team.
She said nearly all her benefits were drained just hours after they were deposited.
Since that story aired, dozens of other victims have come forward.

“I hope that this bill that’s coming up, this appropriations bill, will include this legislation that would reinstate money for those who do have their money taken from them fraudulently or stolen from them,” Rep. Green said.
