WALLER, Texas – The Houston area medical assistant accused of assisting an illegal abortion at a Waller County medical clinic has posted bond and has been released from Waller County jail, according to court records.

Jose Ley, 29, was previously held on a $700,000 bond for charges of performing an illegal abortion and practicing medicine without a license.

Waller County court records show Ley posted bond and was released from jail on April 1.

Investigators with the Texas Attorney General’s Office say Ley was working at a medical clinic owned by Maria Rojas.

Rojas, 49, posted bond late last month.

According to an arrest warrant, a woman named ‘E.G.’ claimed Rojas made herself out to be a gynecologist and administered the drug misoprostol to her as medication abortion at Clinica Latinaamericana Waller.

In a temporary injunction hearing in Waller County District Court, a judge ordered to keep Rojas’ clinics closed agreeing with the AG’s office that Rojas was operating a network of illegal clinics in Harris and Waller counties.

Rojas’ case is a first-of-its-kind arrest since Texas enacted its near-total abortion ban.

Investigators had also arrested Rubildo Labanino Matos who they said was a nurse practitioner practicing medicine while on probation.

Labanino Matos posted bond in early March, according to court records.

Ley told investigators he was a licensed doctor in Cuba and admitted he was not a licensed medical professional in the state of Texas, according to his arrest warrant.

Investigators also said Ley had stated he completed a three-month training program through Doctors Without Borders in the United States.

A spokesperson for the organization told KPRC 2:

“We have no record of these individuals working or training under a Doctors Without Borders contract in the United States. Doctors Without Borders/Medecins Sans Frontieres (MSF) is present in over 70 countries and comprised of separate and independent offices and entities around the world.”

There are no pending court dates for Ley, Rojas or Labanino Matos yet.
