Kerrville city manager: No hindrance from state during July 4 flood response

During a Texas joint legislative hearing on the deadly July 4 Hill Country floods, Sen. Wilson asked Kerrville City Manager Dalton Rice whether the state’s response efforts were helpful or created any obstacles. Rice, wearing a purple tie during testimony, responded, “I can’t think of any hindrance at all.”
