Fifth Ward’s Hester House will now be surrounded by a fence after new test results revealed elevated levels of highly toxic dioxins in the soil. The Environmental Protection Agency and Union Pacific Railroad conducted the tests, which are part of the ongoing investigation into the area’s cancer cluster, believed to have originated from an old rail yard site.
