Examining the Gaps in Sex Offender Monitoring and Community Safety

This case has raised alarms in the Channelview community as the repeat offender allegedly approached a 14-year-old student while the student was walking to school.

The woman said she was taking her trash out when she noticed the man was partially naked and touching himself. She said she told him to leave, but instead, he followed her and tried to force himself inside her home.

A registered sex offender who brutally beat his girlfriend, then stuffed her inside of the trunk of a vehicle, has been sentenced to serve 20 years in prison, according to the Galveston County Criminal District Attorney’s Office.

CONROE, Texas – A jury sentenced a sex offender to 99 years in prison on Wednesday, officials said. James Ray Bates, 65, received the sentence for failing to comply with his sex offender registration requirements. Prosecutors said a Conroe Police Department officer providing security at Sacred Heart arrested Bates when he produced his sex offender registration card as a means to identify himself, prosecutors said. These convictions required Bates to register as a sex offender for life. Another Conroe police officer testified about his 2017 arrest of Bates for indecent exposure in the Hobby Lobby parking lot.

A convicted sex offender was beaten and detained by a group fathers in the parking lot of a Cracker Barrel in South Carolina after an alleged incident Sunday in the restaurant’s bathroom, WSPA 7 News reported. The Duncan Police Department confirmed the man involved in Sunday’s incident is 53-year-old Douglas Lane of Charlotte, North Carolina. Upon his exit, the father confronted Lane at the entrance to the bathroom area of the restaurant. The local police chief told WSPA 7 News that other fathers who knew what had happened tackled Lane in the parking lot and restrained him until the police arrived, WSPA 7 News reports. In addition to voyeurism, Lane is reportedly charged with possession of marijuana and possession of drug paraphernalia.
