Katrina Byrd is one of dozens of residents who alerted authorities on the stray dog attacks and was told she had the right to defend herself by shooting the dogs. When she did, she was put in handcuffs.

The USPS says dog attacks increased last year to more than 5,800 cases. In 2023, more than 56 postal workers in Houston were attacked by dogs while on the job.
