HARRIS COUNTY, Texas – A Harris County grocery store employee is charged and wanted for invasive visual recording after allegedly recording a video up a female shopper’s dress last month.
Carlos Palacios, 18, is not currently in custody. He was charged on Friday.

Palacios allegedly used his cell phone to record a video up the woman’s dress while she was shopping in the dairy section with her daughter, according to charging documents.
It happened Oct. 21 at a Kroger store at 9125 West Sam Houston Parkway, records show.
“We are aware of this situation and we are taking it very seriously. The safety and well being of our customers and associates remain our top priority,” a Kroger spokesperson told KPRC 2 News.
The woman’s daughter saw Palacios recording the video, according to records, and confronted him, then told store management.
Surveillance video from the store showed Palacios positioning his phone under her dress, being confronted, then walked away while handing the device, records state. As he walked away, he removed his jacket, which displayed his employee ID.
Palacios is no longer employed at Kroger, according to the spokesperson.
Palacios does not have a criminal history in Harris County, according to records.
Any information that could lead to his arrest should be reported to law enforcement.
