HARRIS COUNTY, Texas – The manager of a Harris County cosmetic product manufacturer has been charged after accusations he dumped a large amount of a foul-smelling coconut oil product into a local bayou.
Bin Liang, 51, allegedly told investigators with the Harris County Pct. 1 Constable’s Office that the product was fed into the stream in April because it was a “bad batch”. Authorities say Liang is the manager at Immacule Lab Corp.

“Enforcing pollution laws countywide is one of several unique responsibilities of our agency,” Harris County Constable Precinct One Alan Rosen said. “We carry out this special assignment to protect not only the residents of the county, but also its environment, which is so crucial to everyone.”
Investigators say chemicals in the product killed nearby plants and is also harmful to animals.
Rosen said the product was made at an industrial park in the 7400 block of Fairbanks North Houston Road. An investigation was launched into the illegal dumping following a complaint by a community member.
The Harris County Pct. 1 Constable’s Office Environmental Crimes Division is leading the investigation. The maximum punishment for this crime is 10 years in prison and a $10,000 fine.
