How Fulshear’s new parking ban impacts Katy ISD, Lamar CISD schools

Fulshear, TX – The city of Fulshear is kicking off the new school year with a major change aimed at keeping students safe, reducing congestion, and easing stress during those hectic drop-off and pick-up runs.

On Aug. 5, 2025, City Council approved Ordinance No. 2025-1503, which prohibits drivers from stopping, standing, or parking within a quarter-mile radius of any school in the city during arrival and dismissal times.

The new rules at a glance

  • 0.25-mile no-stop zone: Applies to all streets—residential and commercial—surrounding every school.
  • No stopping, standing, or parking during school start and dismissal hours.
  • Restricted Hours: No parking from 6–9 a.m. and 2–5 p.m. on school days.
  • Exception: Residents and their guests may still park directly in front of their homes.
  • Signage coming soon: Neighborhood entrances will have clear notices.

Penalties: Residents who violate the ordinance can be charged with a misdemeanor, punishable by a fine of up to $500. If public health or safety is affected, fines can be increased up to $4,000.

Why now?

Over the past few years, Fulshear has been growing at lightning speed—nearly 27%, according to the U.S. Census figures released in May 2025. That makes it the second fastest-growing city in the nation, now home to 54,629 residents.

With more people come more cars, and with more cars comes traffic—especially around schools. The residents of Fulshear have voiced their concerns about gridlocked streets, blocked visibility for drivers, and unsafe crossings for children.

City officials, council members, and the Fulshear Police Department say the ordinance is a direct response to these safety issues and a way to keep traffic moving during the busiest times of the school day.

This ordinance applies to all public schools within Fulshear city limits across both Katy ISD and Lamar Consolidated ISD, including:

  • Huggins Elementary
  • Viola Gilmore Randle Elementary
  • Roberts Middle School
