Family sues Kerr County resort over death of Odessa woman in Texas Hill Country floods

TEXAS – The family of a victim in the Hill Country floods has filed a wrongful death lawsuit against a resort where she was staying.

Jayda Floyd, 22, was staying at HTR TX Hill Country Resort, a luxury RV park and campground along the Guadalupe River in Kerrville, when she was among those swept away by the floods.

The lawsuit, announced Tuesday by Glasheen, Valles & Inderman Injury Lawyers, is believed to be the first legal action related to last month’s deadly flooding in the area.

The lawsuit alleges the resort failed to have adequate systems to monitor extreme weather, warn guests, or evacuate them in time.

“The family wants answers and accountability,” said attorney Kevin Glasheen. “Businesses operating campgrounds along the river have known about its flooding history for decades.”

Floyd worked as a juvenile probation officer in Ector County and was a master’s student at the University of Texas Permian Basin. She was staying at the resort with her fiancé, Bailey Martin, and his family when floodwaters rose rapidly overnight.

According to statements from Floyd’s family, she was awakened by water knocking at the RV door. Her final act was helping Martin’s teenage stepsiblings onto the roof, saving their lives before she and Martin were tragically swept away.

“She was someone who was going to make a difference in the lives of people, particularly kids,” David Floyd, her father, said.

Attorney Jon Clark said the legal team will investigate what measures, if any, the resort took to protect guests during the flooding.

Floyd was staying at the same RV park as Jeff Wilson, a Houston-area teacher at Kingwood Park High School who also died in the floods, along with his wife and son.
