Court records claim Paul Munoz, 52, lived at the apartment on W. Bellfort Avenue and South Kirkwood near Highway 59.
Back in mid-April, His neighbor, who officials said had paperwork issues with his vehicle, including an expired registration, spoke with the complex about it, but they allowed him to park in the complex anyway. However, Munoz, who claimed to be a police officer, threatened the neighbor that he would be arrested or have his vehicle towed for parking next to him.
According to court documents, the leasing manager told investigators it wasn’t the first time Munoz had made this claim to the neighbor. In fact, he’d also been harassing “other tenants in the apartment complex on multiple occasions, causing disturbances” by threatening to arrest residents, have them evicted, or have their vehicles towed.

KPRC 2 has requested a mugshot of Muñoz.
