A man from north Houston is in police custody after a child came forward accusing him of sexual assault. A look into the man’s background revealed a track record of similar crimes.
The situation started when deputies with Harris County Pct. 4 Constable Mark Herman’s Office responded to the 2000 block of W. Thorne Drive regarding an assault.

Upon arrival, a 12-year-old victim reported being sexually assaulted.
After a thorough investigation, the suspect was identified as Isaac Penilla. Further inquiry revealed that Penilla was already on probation for a conviction of sexual performance by a child.
On May 23, 2025, he was apprehended and taken into custody without incident. He was charged with aggravated sexual assault of a child under 14.
He is currently being held in Harris County Jail on a $200,000 bond.
