‘It should be bipartisan:’ Rep. Al Green speaks on Capitol Hill about stolen SNAP benefits

WASHINGTON, D.C. – A Houston lawmaker spoke on Capitol Hill, pushing for assistance to victims of ‘SNAP Skimming.’

The crime of ‘SNAP Skimming’ occurs when a bad actor skims the data from a SNAP (Supplemental Nutrition Assistance Program) card and steals the money from the account.

SNAP is the largest food assistance program in the country.

On Wednesday, Rep. Al Green spoke in front of the U.S. House Rules Committee as he pushed for legislation to be passed to help victims of the crime.

Earlier this year, after watching our KPRC 2 investigation into stolen SNAP benefits, Rep. Green filed the SNAP SECURE Act of 2025.

If approved, the bill would restore funding to replace stolen SNAP benefits. Federal funding to do that dried up in December 2024.

“This whole issue was called to my attention by a news reporter from Channel 2 KPRC in Houston, Texas,” Rep. Green said on Capitol Hill. “It has prevented criminals from causing persons to lose food. And I think that it should be bipartisan now in terms of reinstating this program such that people who need food and cannot afford the of life will be able to acquire the food that they merit.”

Rep. Green isn’t the only lawmaker to file legislation after learning about stolen SNAP benefits.

Other federal legislators filed bills, which Rep. Green has signed on, to help reimburse victims of the crime.
