Residents in Houston's Third Ward were particularly affected by the storm, and some are still without water and struggling with damaged pipes or low water pressure in their homes. Rose-Ann Aragon at KPRC reports that "on Francis Street, in the heart of Houston’s historic Third Ward, several residents said they are still suffering from storm damages." What started off as a water deficiency as a result of the winter storm has turned into a much bigger problem. The seemingly inevitable prospect of gentrification, however, presents a daunting problem for Black residents in Houston's historically Black neighborhoods.chron.com
