In the video, a man is standing on the corner when a car slowly pulls up. The driver sticks his arm out the window and appears to spray something into the man’s eyes.

The man runs across the street, shielding his eyes with his shirt, and the footage cuts off.

Police say he couldn’t see and fell into the street, where he was struck by a vehicle. He’s still recovering, HPD said.
