A Houston man who is listed as homeless has been arrested for indecent exposure for the third time since September.
Keannon Harper, 34, has been charged with a felony count of indecent exposure with two or more previous convictions.

According to court records, Harper exposed himself in a public place and performed individual sexual acts in front of a woman on Dec. 20. His previous convictions for similar offenses occurred within the last three months.

Bail documents show that Harper committed indecent exposure on Sept. 29, 2025. After pleading guilty, he was sentenced to nine days in Harris County Jail. He committed another act on Oct. 21, pleaded guilty again, and received three days in jail.
Harper’s criminal record extends beyond these recent charges. Since 2015, he has been convicted of cruelty to animals, assault of a family member by impeding breath, home burglary, drug possession, and evading arrest. He has also been convicted twice for theft, four times for resisting arrest, and twice for criminal trespassing.
Following his most recent arrest, Harper was denied personal bond and given a bail of $15,000.
