Conroe judge arrested for DWI, arrested three times before

CONROE, Texas – A Conroe Municipal Court Judge is back on the bench after getting arrested and charged for driving while under the influence and illegally carrying a weapon early Wednesday morning, according to court documents from the Montgomery County Court of Law.

Judge William Waggoner was elected as the Conroe Municipal Court judge in 2022.

In October, he also announced his campaign for Justice of the Peace in Montgomery County Precinct 1.

But court records show Judge Waggoner has had his own problems with the law.

He has been arrested at least three times before.

The first dates back to 2008 for an evading arrest charge. Court documents state he completed a diversion program to get the charge dismissed.

Then in 2014, he was arrested for DWI. But the assistant district attorney at the time dismissed the charge citing “insufficient evidence.”

Most recently in 2017, he was arrested for DWI in San Antonio. Court records show he took a plea deal and completed court orders to avoid conviction. The charge was dismissed.

A city of Conroe spokesperson sent KPRC 2 the following statement:

“The City is aware that our Municipal Judge, Will Waggoner, was arrested early this morning for a possible DWI and UCW. No one is above the law, or immune from making mistakes. It is an unfortunate incident and as with any arrest, one is not guilty until proven so. Judge Waggoner is an elected official and he is still the sitting Municipal Judge. We will not comment on the facts of the case.”

KPRC 2 tried knocking on Judge Waggoner’s door on Thursday night. A family member told us he wasn’t home.

On Judge Waggoner’s website, he said his background in the military and judiciary equips him to “lead with integrity.”

He also describes himself as a lifelong Texan and public servant.
