HARRIS COUNTY, Texas – The 18-year-old grocery store employee who was wanted for recording a video up a female shopper’s dress in October has since been arrested, KPRC 2 News learned Wednesday night.

Carlos Palacios was charged with invasive visual recording on Friday, Nov. 14. KPRC 2 News learned about the incident on Monday.

Days after our report, Sheriff Ed Gonzalez with the Harris County Sheriff’s Office said Palacios had been arrested Wednesday by the Violent Persons Task Force and booked into the Harris County Jail.

What Happened

On Oct. 21, at a Kroger store located at 9125 West Sam Houston Parkway, the woman’s daughter reported seeing Palacios video recording up her mother’s dress and confronted him before telling the store manager.

Surveillance video from the store showed Palacios positioning his phone under her dress, being confronted, then walking away while handing the device, records state.

As he walked away, he removed his jacket, which displayed his employee ID.

Palacios is no longer employed at Kroger, according to a spokesperson from the store, and does not have a prior criminal history in Harris County, according to court records.
